Driving after a DUI in District of Columbia: the Restricted DC DMV driver license (Ignition Interlock Device (IID) Program)
In the District of Columbia, a first-offense DUI driver can apply for a Restricted DC DMV driver license (Ignition Interlock Device (IID) Program). The licensing agency issues it. An ignition interlock is required; an SR-22 filing is required; DUI-program enrollment is required. The deadline to request a hearing on the administrative suspension is 10 calendar days from the notice.
Most states let a first-offense DUI driver back on the road before the suspension ends — under a restricted privilege that goes by a different name in almost every state, that usually starts only after a set number of days with no driving at all, and that comes with its own conditions. The rules below are the ones the District of Columbia Department of Motor Vehicles (DC DMV) state, each quoted from the source.
Also called: restricted REAL ID license / restricted Limited Purpose license (restriction code T); IID restricted license; Limited Occupational License (separate; not issued for mandatory revocations).
The first days: the administrative suspension and the hearing deadline
In most states the licensing agency suspends the license at arrest, separately from any court case, and the driver has a short window to request a hearing on that suspension. Missing it lets the suspension take effect without review.

The arresting officer issues an Order of Proposed Revocation (Official Notice of Proposed Revocation). DC DMV states the driver must schedule a hearing to determine whether the license can be retained (a permit hearing, requested as a show cause hearing for the alcohol-related offense) within 10 calendar days of receiving the notice for DC residents or 15 calendar days for non-DC residents, in person at DC DMV Adjudication Services or by mail to the Driver Improvement Office, PO Box 90120, Washington, DC 20090, with a copy of the license, the Order, and court documents. For refusals, D.C. Code § 50-1906(a) provides that the revocation order takes effect 10 days (15 days for a nonresident) after service unless a hearing request is filed within that period. Appeal of the hearing examiner's decision lies to the D.C. Court of Appeals within 30 days. No hearing fee and no temporary-permit per
“Your request must be received within 10 calendar days of being served with the Official Notice of Proposed Revocation for DC residents or within 15 calendar days if you are a non-DC resident.”

DC DMV states that any DC credential holder convicted of an alcohol/drug-related driving offense by a court or revoked administratively must participate in the IID Program (mandatory for DUI citations after 12/19/2022 and for refusal citations after 3/16/2023) and receives a restricted DC DMV driver license while enrolled. Eligibility requires a valid DC driver license (retest if revoked more than six months), no additional or pending suspensions or revocations, no unsuccessful participation in this or a similar program within the prior five years, and DC Clean Hands; CDL holders must downgrade to a noncommercial license.
“To be eligible for the program, you must: Have a valid DC driver license. If your DC license has been revoked for more than six months, you will be required to retest. Have either been convicted in court or administratively of an alcohol/drug-related driving offense.”
No minimum no-driving period before the restricted license is stated. DC DMV states there is no ‘WAIT-OUT’ period: any DC credential holder convicted by a court or revoked administratively must enroll in the IID Program before the license can be reinstated. After the revocation is UPHELD at the DMV hearing, the person has 30 calendar days (starting the day after the decision) to complete enrollment before the revocation becomes effective; those who fail to enroll have the license revoked and vehicle registrations suspended until they enroll. The restriction lasts for the period the license would have been revoked (6 months for a first offense; 1 year for a first refusal under D.C. Code § 50-2201.05a(b)/(b-3), per the existing state record).
“Customers are given 30 calendar days to complete the enrollment process. The time clock starts the day after your revocation is upheld by DC DMV'S Adjudication Services.”
