Iowa Code § 321J.22 defines the course for drinking drivers as an approved course designed to inform the offender about drinking and driving and to encourage self-assessment of drinking and driving behavior; it is taught by community colleges under the supervision of the Department of Education or by substance use disorder treatment programs licensed under chapter 125, and approved by the Department of Education. Under § 321J.17(2), the department or court also orders the person, at the person's expense, to submit to evaluation and treatment or rehabilitation services, and the license is not reinstated until proof of completion is presented to the department. Driving during the suspension: Temporary Restricted License (TRL) (Iowa Code § 321J.20)
Iowa DOT states a TRL (also called a work permit) is available to a person at least 18 years old living in Iowa whose OWI did not cause a death. For a first-offense OWI revocation the TRL allows operating a motor vehicle in any manner as long as an approved ignition interlock device is on all vehicles driven; for a second or subsequent offense the interlock must be installed on all vehicles for at least 365 days from the TRL date or the TRL's duration, whichever is later. To apply for an OWI TRL, DOT lists Form 430400, filing proof of financial responsibility (SR-22), paying any civil penalties, and installing an approved interlock; after approval the applicant passes required exams and pays the $20 reinstatement fee and license fee. Iowa Code § 321J.20(2) states a TRL shall not be issued until the applicant installs an approved ignition interlock device on all motor vehicles operated.

When the interlock can be removed
Iowa uses statutory compliance-based removal. Iowa Code § 321J.17A (effective January 1, 2025, for offenses on or after that date) extends the required interlock period under § 321J.17 or § 321J.20 by an additional 60 days per occurrence for: ten or more violations within a 30-day period; five or more violations within a 24-hour period; tampering with or attempting to circumvent the device; or removing the device without authorization. A violation is failing to provide a breath sample when prompted or providing a sample of .04 or more (not counted if the next test is passed). There is no limit on the number of extensions, and the department receives violation notices and a final compliance report from the approved provider. For a second or subsequent revocation, § 321J.17(3) requires the interlock for one year from reinstatement (reduced by time holding a valid TRL and increased under § 321J.17A); the department revokes the license of a person who removes the device without authorization. Under § 321J.4(8)(g), a provider may not charge an early termination fee when the person is no longer required to have a device and presents an unrestricted license.
